Promoting Fair Competition And Innovation In Seeds And other Agricultural Input Industries

On July 9, 2021, President Biden issued a historic Executive Order titled “Promoting Competition in the American Economy,” which creates a whole-of-government approach to competition and includes initiatives across federal agencies to tackle some of the most pressing issues across our economy. Among other things, the Executive Order directs the Secretary of Agriculture, in consultation with the Under Secretary of Commerce for Intellectual Property and Director of the U.S. Patent and Trademark Office, to submit a report to the Chair of the White House Competition Council on concerns and strategies for ensuring “that the intellectual property (IP) system, while incentivizing innovation, does not also unnecessarily reduce competition in seed and other input markets beyond that reasonably contemplated by the Patent Act.”

USDA Announces Next Steps In Providing Financial Assistance To Borrowers Who Have Faced Discrimination

Section 22007 of the Inflation Reduction Act (IRA), signed into law by President Biden in August 2022, directs USDA to provide financial assistance to producers who have experienced discrimination in USDA’s farm lending programs. This program gives USDA the ability to provide financial assistance for farmers, ranchers, or forest landowners determined to have experienced discrimination in USDA's farm lending programs prior to January 1, 2021.

USDA Announces Next Steps in Providing Financial Assistance to Borrowers Who Have Faced Discrimination

Today, the U.S. Department of Agriculture (USDA) announced the first steps in its process for providing financial assistance to farmers, ranchers or forest landowners who have previously suffered discrimination with respect to USDA farm lending programs. In addition, USDA set a target of distributing the allocated funds, which were authorized by the Inflation Reduction Act, out to borrowers by the end of 2023. This process has been carefully designed in accordance with the IRA, the Federal Acquisition Regulation, and significant stakeholder input.

USDA Encourages Rice Farmers To Prepare For New Rice Production Program

The U.S. Department of Agriculture (USDA) today previewed plans to provide up to $250 million in assistance to rice farmers and what steps they can take to be prepared to sign up when the program is released later this spring. USDA is sharing information early so producers can prepare for program signup, which will include a pre-filled application in an effort to simplify and streamline the application process.
