USMCA Faces 2026 Review

US Trade Representative Jamieson Greer says the US could withdraw from its tri-lateral trade deal with Canada and Mexico. He says there are several options heading into the review of the US-Canada-Mexico Agreement in 2026. “Could it be exited?” he says.  “Yes, it could be exited.  Could it be revised?  Yes.  Could it be renegotiated?  Yes.  That is the purpose of that clause, and all of those things are on the table.”

During the Atlantic Council’s virtual conversation with Greer on Wednesday, he said it makes sense to talk separately with Canada and Mexico. “Our economic relationship with Canada is very, very different than our economic relationship with Mexico,” he says.  “The labor situation is different. The import/export profile is different.  The rule of law is different.”

The USMCA replaced the North American Free Trade Agreement during President Trump’s first term.  The framework is set to terminate after 16 years, with a mandatory review in 2026 that gives the opportunity to extend the agreement beyond its current expiration date of 2036.

The Office of the US Trade Representative recently held three days of public hearings to hear input from several stakeholders as it prepares for the deal’s mandatory review.

The review of USMCA is set to begin in July 2026.
