By Greg Hilburn, The News-Star, Monroe
Gov. John Bel Edward issued a state of emergency Thursday as the Mississippi River continues to rise above flood stage and other rivers and tributaries like the Ouachita River and Bayou Bartholomew top their banks. “Rivers and waterways across the state have remained elevated for the past several months,” Edwards said. "The National Weather Service has issued a flood warning along the length of the Mississippi River.”
