Louisiana Gov. John Bel Edwards Expected to Declare Emergency as Mississippi River Rises

Gov. John Bel Edwards is expected to declare a state of emergency as the U.S. Army Corps of Engineers prepares to open Bonnet Carre Spillway Wednesday to protect New Orleans from the rising Mighty Mississippi River. Edwards' staff confirmed the likely declaration, which will free resources where needed in a flood fight.
